In September 2009, China and the United States resumed their bilateral non-proliferation dialogue. In October 2008, after the United States announced arms sales to Taiwan, the bilateral non-proliferation dialogue was terminated. In mid-July 2009, Admiral Thad Allen, commander of the US Coast Guard, visited China. During his visit to China, he and representatives from the Department of Transportation negotiated on the possibility of cooperation between the two sides on civilian maritime issues. The Chinese government is rapidly building its civilian maritime capabilities, especially in areas such as search and rescue, environmental protection, port security and interdiction. The U.S. Coast Guard is committed to assisting China in developing these capabilities. In order to strengthen professional exchanges between the two sides that can enhance mutual trust and understanding, Admiral Allen proposed sending a small number of cadets and instructors to the Public Security and Coast Guard Academy this summer.
