None of the above is intended to deny China’s environmental efforts. But Beijing does need to do more. If China really wants to curb global warming, it should clarify its expectations for carbon emissions growth and set an earlier deadline for peaking. For outsiders dealing with China on climate change, it’s important to remember to praise as well as verify, and always push China to do more.
